do these attach the same way as the original panal, there is no welding involved. 3 screws by the fuel cap and a clip at the bottom of panal?

Yes, this is a replacement for the bolt on panel, only the outer section. You will however need to retain the inner section from your original and attach this outer panel to this. You may be able to bond it rather than weld it in place.

What colour does these panels come?

These tend to be supplied in a factory black transit coating that would require removal, prior to priming etc.
