Will these brackets allow me to fit inertia seat belts in my 1968 beetle? Your details do not mention beetles at all.

They won't. They're for the rear of a Bay Window bus only. A 68 beetle should have mounting points for rear belts already. Behind the rear side window is a threaded boss and under the back seat as well.
