I presume half goes on boss and half on wheel. If I was to get 2 could I use same wheel for two different cars (mk1 golf cab and mk1 caddy)

Yes, the same wheel could be used on two different cars, as long as you used the appropriate boss.

you do not have to disconnect the horn wiring every time you release the wheel do you?
also is there any play or wobble once fitted?

You wouldn't have to disconnect the horn each time. There would be a minimal amount of play, well within tolerances.
